Long-discussed downtown Parksville project advancing, for now

PARKSVILLE — A three-storey building combining residential living with a ground-floor commercial space is once again back on track, while several other, higher-density builds have stalled.

Council approved reissuing a development permit for 155 Hirst Ave. E., with plans for a three-storey building with 10 multi-family units on top, and 112 square metres worth of commercial space on the main floor, through a unanimous vote on Monday, Oct. 5.

Two one-bedroom and eight two-bedroom units would be included, with parking mainly being provided underground.

A building height variance was also included in the design, increasing the roof height from 11 metres to nearly 12.6 metres to avoid a flat roof design.

Coun. Amit Gaur called it a “vital project” for downtown revitalization, and was thankful to see it go forward after eight years, although he said he would prefer if their design advisory panel could take another look at it.

Blaine Russell, Parksville’s director of community planning and building, said this particular permit had already been accepted by Council on four occasions since 2018.

Not moving forward

During the same meeting, a number of other proposed developments did not go through after being voted down by Council in various bylaw and Official Community Plan (OCP) stages.

Councillors voted against a third reading of an OCP amendment for 457/489 Stanford Ave. E, and 472 Island Hwy. E, to change designations from Industrial to Multi-Unit Residential and Commercial to build a pair of four-storey apartment buildings with 134 units in total across three lots.

Only Mayor Doug O’Brien and Coun. Mary Beil voted in favour of the zoning and development amendment.

Another third reading of a proposed rezoning application for 386 Hirst Ave., to allow apartments and multi-family residential builds, was also voted down, with O’Brien and Coun. Joel Grenz the lone votes in favour.

Coun. Gaur said he’s listening to neighbour concerns around the size and scope of the project while voting against the proposed amendment on Hirst Ave.

“The size of the lot and the density that’s being proposed, I have concern with that.”

A third development at 353 Moilliet St. S. was asked to be rezoned from Transitional Residential to Multi-Unit Residential, with only O’Brien voting in favour.
