Development permit issued for multi-family complex near Parksville’s Wembley Mall

PARKSVILLE — A pair of four-storey multi-unit residential buildings have cleared another hurdle on their way to being built near Wembley Mall.

The proposed 116-unit development, located at 413 Wembley Rd., drew concern from local residents during a public hearing in November, with traffic and safety among their primary objections.

Parksville Council voted to approve their development permit on Monday, Feb. 5, after the developers made some changes to their design following recommendations from a November design panel meeting.

Adjustments included enhanced landscape features to include native plant species, improved pedestrian connection and on-site ease of movement, along with more consideration of onsite stormwater management.

Eric Delorme of Highstreet Ventures Inc. presented the updated proposal and said they have also included additional indoor amenities for their tenants as well as their guests.

“These include a community lounge with a full kitchen, a community games and puzzle room for all ages, a community movie theatre, and a community visitor suite, so even guests can enjoy their own space and privacy when they come to visit.”

Coun. Amit Gaur was the lone vote opposed to the development permit, citing his agreement with the opposition he heard from residents during the public hearing.

“To project my opposition to, what I see, as a clear-cutting of the whole lot. I do like what the proponent has come up with, but I think there was an opportunity that was missed in incorporating more of the natural areas.”

The property would be split with two buildings constructed, one featuring 76 units, the other with 40.

Building permits are still required for the project to advance further.
