Parksville picks route for phase two of Pathway Project

PARKSVILLE  — An ongoing project to enhance Parksville’s active transportation network has taken another step forward, with council confirming the route and early design for phase two.

Construction on the first phase of the Parksville Pathway Project began earlier this year, adding 1.1 kilometres of nature path connecting the community, with phase two further building on it.

Council voted in favour of option one, the least expensive and direct route, but that doesn’t mean the other options could be explored in the future, said coun. Sean Wood, during the Wednesday, May 20, council meeting.

“That doesn’t discredit options two or three as being quieter and nicer routes, probably, it’s more the cost. Even if we go option two, to my math, it’s kind of 2.5 per cent property tax increase to pay for option two, unless there were other funding options for option two, which we could find in the future, to do even option three.”

Option one utilizes Shelly Rd. and Pioneer Cres. with an estimated cost of $1.3M.

The plan would include a buffered asphalt pathway along Shelly Rd. to the Englishmen River Bridge, where riders would then be able to connect to the Regional District of Nanaimo trail beyond the bridge.

Concrete sidewalks and shared lane markings would be added on the paved road for bicycles along Pioneer Cres., ultimately connecting to the sidewalk already in place behind Wendy’s.

It would be built using conventional construction methods, reduce permit complexity, and include storm drain infrastructure where required.

Option one would also allow the City to construct the path in conjunction with planned water main upgrades along Pioneer Cres.

“It’s just that at this time it’s probably the best route to take,” said Wood. “The other ones are open…should we find other funding, maybe through active transportation fund, provincially or federally or something in the future.”

Council approved a $200,000 budget for the design of phase two, provided by the Canada Community Building Fund Reserve, with around $12,000 already spent on this early design.

The remaining budget will be available to get the project to the tender-ready stage, with phase two designs still requiring final approval at a future council meeting.

Phase one construction is currently underway, with an anticipated completion date of October.
