AAP results show Nanaimo Operations Centre borrowing can proceed

NANAIMO — The path has been cleared for the City of Nanaimo to borrow millions of dollars for phase one of a new public works yard.

The City announced on Thursday, Nov. 9 results of an alternative approval process (AAP) which sought to allow the borrowing of up to $48.5 million for the first phase of construction of the Nanaimo Operations Centre.

An AAP requires at least 10 per cent of electors (7,799 people in this case) to submit a written objection to the request from the City. If the number had been achieved, borrowing would have been denied and progress on the facility stopped.

By the close of submissions on Friday, Nov. 3, a total of 3,035 responses were submitted, or just under four per cent of registered voters.

The AAP now gives Council the green light to vote on a borrowing bylaw at a future meeting.

The massive project to replace the aging Public Works Yard on Labieux Rd., the Parks Operations Yard on Prideaux St., and a satellite facility on Nanaimo Lakes Rd. has been in the works for many years.

The total cost of the project is estimated to be roughly $163.5 million with construction, borrowing, and other financing to take place in at least four phases.

Phase one is the most expensive, with the remaining three currently planned totalling $115 million at last estimate.

The City notes cost estimates could change as a result of market conditions and other factors.
