Additionally, the ministry referenced RDN wastewater staff failed to promptly report a Nov. 14, 2023, power outage, causing ultraviolet disinfection to be briefly “non-operational” while wastewater discharge continued without the necessary treatment.

“Ministry staff conducted a search of the Ministry’s internal electronic filing system and confirmed that the RDN notified the Ministry of this emergency event on January 23, 2024, 69 days after the event occurred.”

The ministry’s advisory notice stated that the RDN’s Duke Point wastewater treatment facility is considered “out of compliance” and assessed the inspection as a Level 2 Category A advisory (moderate concern).

No monetary fines were associated with the advisory notice.

The Ministry of Environment and Climate Change Strategy noted the alleged violations will be taken into account in the event of future non-compliance.

“Please note that this authorization is considered to be out of compliance until such a time as it can be confirmed to meet the authorization requirements,” the advisory letter noted.
