‘Disgusting and shameful:’ peace bond for man who continuedly harassed Nanaimo family

NANAIMO — A Victoria man must have no contact with a Nanaimo-based family following continued online harassment.

Dean Leon Propp, 63, accepted a one-year peace bond with a $500 recognizance and several conditions after repeated social media posts about a former City of Nanaimo employee and their transgender daughter.

During the Friday, Oct. 2, hearing in a Nanaimo provincial court, Judge Christina Proteau scolded Propp, saying his comments in the posts “come from a place of hatred.”

“Just mind your own business. There’s absolutely no reason for you to have to intervene in this family’s life, and it’s absolutely disgusting and shameful, frankly, that you would have brought someone’s child into this rhetoric of yours.”

Propp was initially charged with criminal harassment, which he pleaded not guilty to, but admitted there was a basis for the peace bond.

An earlier civil lawsuit filed against Propp by the same family ordered the removal of multiple public Facebook posts in 2024.

However, Propp reignited his online campaign in early February of this year, referencing the daughter by name on his publicly available Facebook page as well as in several local groups.

His posts became more frequent following the Tumbler Ridge mass shooting on Feb. 10, where an 18-year-old transgender shooter killed eight people, including her mother and half-brother, and injured 27 others before killing herself.

Court heard how Propp began publishing what Crown counsel Jordan Hauschildt referred to as “anti-SOGI” (Sexual Orientation and Gender Identity) views and rhetoric, including repeated and direct references to the victim’s daughter.

Propp also made posts which said “Nanaimo taxpayer money paying the salary of a pedophile,” referring to the former City employee.

Hauschildt said Propp also contacted the victim’s employer at the time, making similar claims about taxpayer money paying a pedophile’s salary.

“The posts, in Crown submission, are essentially in the nature of a call to arms, that’s certainly how [the family] has interpreted these posts. It’s a clear insinuation that because [the] daughter is transgender, she is dangerous to the public. The context…in which they’re made gives rise to [the family’s] fear that harm is going to be brought to his daughter because of her transgender identity.”

Propp’s defence attorney Jeffrey Arndt said there’s no reason to fear Propp would ever cause harm to anybody, and he now realizes he “ought to have exercised better judgement.”

He said Propp now believes it’s “reasonable and fair” people should be able to live their lives without being attacked.

“Somewhat misguided appreciation of the facts involving people that have engaged in, what are considered by some, to be alternative sexual proclivities, if I can put it that way, or gender assignment. Everything that I have understood from talking to him, as far as allegations about Tumbler Ridge and the inquiry about ‘where is [the daughter]’ were done out of a sense of good faith…community protection…albeit misguided.”

Arndt said Propp “has had some confusion regarding LGBTQ and transsexual lifestyles,” and Propp is “disturbed personally” for causing harm to her.

However, Judge Proteau said it’s only because of the reasonableness and generosity of the victims Propp was not at risk of going to prison, regardless of his age or lack of a criminal record.

She added Propp should “thank his lucky stars.”

Proteau briefly read from a victim impact statement, where the victim said posting his daughter’s name to social media crossed a line and threatened their safety.

“How’s our family’s experience directly affected the accused life, when we have never met or had a conversation with him?”, read the statement. “What is the accused capable of? Would it be a knock on my door late one night with police telling me that my daughter has been hurt? These are questions that weigh on me every day….Unfortunately, the damaging anti-trans rhetoric has clearly made it difficult for so many; harassment, bullying, physical abuse and even murder, is taking place around the world. Let me ask the accused: how would you feel if your child’s safety had been threatened by an unknown individual, simply because they do not agree with how they are living their life, which has no bearing on their own?”

Speaking directly to Propp, Proteau eviscerated the defences argument, saying social media has made people feel comfortable using a keyboard to “make cowardly and hatred-based comments.”

“This is not a ‘misguided sense of misopinion’, or ‘misguided sense of good faith’ with respect to whatever you may have thought you were doing to assist society with the connection with the Tumbler Ridge shooting…. I think it would be every parent’s worst nightmare in the circumstances to face a scenario that [the father] has with his daughter.”

She said there are higher rates of abuse, murder, and suicide among transgender people, thanks to a “growing movement of hatred towards them,” which she describes as a complete lack of understanding of another person.

Additional orders Propp must follow with his peace bond include no contact with the victim’s family, he can’t make any public or online statements about them, and has 24 hours from the time the peace bond was ordered to take reasonable steps to remove all posts or comments he’s made online about the victim’s family.

As of Monday, Oct. 5, 2026, multiple statements related to the family and the daughter remain on Propp’s social media, including the Feb 6, 2026 post.

He was also given a one-year weapons ban, which the defence objected to, as Propp does not own any firearms, nor did any of his comments involve guns.

“If you breach any of them you can anticipate that the Crown’s position is going to be jail as a starting point. I just do not see why it wouldn’t be,” Proteau said.

Propp only spoke in court to agree to the peace bond and to say he understands the orders, and will avoid having a criminal record if he abides by the peace bond.
