Nanaimo’s Woodgrove Area Plan takes shape

NANAIMO — A plan to transform north Nanaimo’s Woodgrove area into a complete community is coming into focus.

City council recently endorsed a proposed final Woodgrove Area Plan to guide Nanaimo’s northern gateway and major commercial hub into a more livable and accessible community over the next 25 years.

The third and final engagement summary report was presented at the Monday, May 25, council meeting, where community planner Kasia Biegun said they heard from 683 respondents during phase three, with 91 per cent living in Nanaimo.

“We heard strong support (70-90 per cent of all participants) in terms of the policy direction for shops and services close to home, parks, recreation and culture amenities, improve transit and active transportation, walkable mixed-use public spaces, and diverse housing options.”

Of those surveyed, more than half spoke for the first time on the plan, with over 2,500 people providing input through all three phases.

Biegun said concerns heard include building density with heights over six storeys, impacts on traffic congestion and parking, detracting from downtown, the use and access of “private parks”, and questions about possibly relocating the transit exchange away from Woodgrove Centre.

Phase one of the Woodgrove Area Plan was completed last year, with some of the over 1,200 respondents saying the area had a “concrete jungle” vibe with plenty of places to shop, but felt the area lacked cultural and recreational opportunities, had a poor urban design and community feel, and had major traffic and pedestrian concerns, among other issues.

Phase two involved looking at three growth scenarios based on feedback from phase one, related to housing, transportation, infrastructure, retail, and access to daily needs.

Several votes took place during the meeting on bylaw amendments related to zoning, development approval, and endorsing the Master Development Plan Policy, as well as informing affected organizations like the Ministry of Trade and Transportation, District of Lantzville, the Regional District of Nanaimo, and local First Nations.

Most of the motions were passed unanimously, save for one councillor.

Coun. Tyler Brown voted against all three readings of the development approval information amendment bylaw and the endorsement of the Master Development Plan Policy.

“I appreciate the intent and the work behind them, I just think often planning regulatory frameworks can get too strict, and I think this is just going a little bit too far, and I would prefer to keep it more open and flexible,” Brown said.

A public hearing will be held at a future date on the Woodgrove Area Plan.
