RDN board conditionally suspends RV length of stay enforcement

NANAIMO — Preliminary measures are now in place protecting people living in recreational vehicles from length of stay rules in designated campgrounds and resorts.

Regional District of Nanaimo (RDN) board of directors unanimously approved the suspension of length of stay enforcement in the rural electoral areas between Cedar and Bowser under the following conditions:

– It is determined that there are risks to health and safety

– It is determined there is a risk to the environment

– It is determined that sewage is not being disposed of in an approved septic or sewage disposal system; or that septic or sewage disposal systems are beings used in excess of capacity

– It is determined that there is contamination of wells or other drinking water sources

The relaxed enforcement provisions are limited to RV’s in campgrounds, resort vehicle parks, and recreational vehicle parks.

The interim measure coincides amid an ongoing extensive review by RDN land use regulations, which includes examining more support for diverse housing options, including the use of RV’s and tiny homes as permanent residences.

Currently in the first of a three-phase review, a motion passed at the Tuesday, Sept. 24 board meeting involved potential options to allow full-time stays in recreational vehicles.

Examining obstacles around tiny homes is included in the second phase of what’s known as the Bylaw 500 Review and Update Project.

which RDN directors requested will be included in a first draft presented by the end of 2025.
