Condos to replace undeveloped lot near Parksville’s downtown

PARKSVILLE — City councillors unanimously awarded a development permit for a five-storey condominium a few blocks north of Parksville’s downtown core.

Garwin Wuerch with Radcliffe Development Corp., offered an overview of the project called ‘Rowan’ to city councillors at the Monday, Dec. 4 council meeting.

“Our project is an infill on vacant land designed to breathe new life into the neighbourhood, create further interest, support more residents and foster new investment, making the city more attractive, sustainable and vibrant,” Wuerch said of the 440 Island Hwy. W site situated between the Travelodge hotel and Mark’s Nature Park.

The 79-unit building is expected to contain 59 two-bedroom and 20 one-bedroom units.

Eighty of the 99 parking spaces are planned to be underground, according to a City of Parksville staff report.

Wuerch said a pedestrian pathway connecting to Mark’s Nature Park and Hwy. 19 will be included, while the storm water channel running through the property will be relocated.

He noted the development includes various environmentally sustainable features, anti-crime elements and lighting will comply with Dark Sky guidelines.

Wuerch expects the watercourse bisecting the property will be relocated next spring, however it’s not clear when building construction would commence.

A building permit is still required for the project the proceed.

Radcliffe Development Corp. also built multi-family developments in Parksville 100 Lombardy St. and Stone’s Throw on McVickers St.

A development permit for 440 Island Hwy. W. was awarded at the same meeting councillors provided the same designation for a substantial 116 unit multi-family residential project on Wembley Rd. at Church Rd.
