Quebec City mayoral candidate concedes after declaring victory on election night
MONTREAL — A Quebec City mayoral candidate who declared victory on election night has conceded.
The party of Marie-Josée Savard issued a statement this morning congratulating rival Bruno Marchand for his victory.

Savard delivered a victory speech around an hour later, but Marchand did not concede and continued to gain votes as counting progressed.
