Flag and effigy in Halloween display spark investigations

KELOWNA, B.C. — RCMP say some Halloween decorations seen at a Kelowna residence can not be tolerated in the community or by society.

Mounties say a Confederate flag and an alleged effigy of a hanging person were spotted as part of a Halloween display, leading to investigations by both the police and City of Kelowna bylaws.

“We have opened an investigation in relation to the circumstances of the effigy and the flag at that location,” said Insp. Adam MacIntosh of the Kelowna RCMP. “We are taking this incident extremely seriously and are collectively working with city bylaws as to the appropriate course of action. These symbols only serve to fuel hatred and division and such behaviour cannot be tolerated in our community and society.”

Police say when bylaw officers attended the home, the alleged effigy had been removed.
