Personal care facility approved for Nanaimo affording housing development

NANAIMO — A personal care facility to complement an existing affordable housing project has been given the green light.

Located at 3425 Uplands Dr. in Nanaimo’s Long Lake neighbourhood, a development permit for a 49-unit personal care facility was approved during the Monday, July 28 special council meeting.

This is the second phase of a project with the first phase located on the north side of the lot containing a 28-unit affordable rental townhouse development, completed after years of advocacy on behalf of the Nanaimo Association for Community Living (NACL).

Coun. Hilary Eastmure said the project looked very favourable to the Design Advisory Panel, with the developers implementing a few of their recommended changes.

“Including adding weather protection over the patios and the shared outdoor amenity area, and I see they’ve added weather protection over the patio doors and a common patio. Good to see the design panel having a positive impact on developments.”

The personal care facility, combined with the accessible rental homes, provides a platform for those living with disabilities to thrive and excel in their daily lives.

A height variance of 2.71 metres was also approved, putting the building’s height at 16.71 metres in the middle of the development, with architectural features planned to conceal the elevator overrun and mechanical equipment.

The proposed height variance is not anticipated to affect the amount of sunlight for their neighbours, as the City report showed minimal shadowing impacts, as well as the building being partially screened from nearby buildings through the retention of existing trees and planned landscaping.

The new development would add 25 parking spaces for a total of 42 shared between both phases, as well as five long-term bicycle spaces inside a secured room, and three bike racks located outside near the front entrance.
