City to spend $10M on two projects

Jun 17, 2025 | 8:14 AM

City Council took the first steps towards a $6 million plan to improve two blocks on lower Argyle Street.

The widest street in the Province will be dug up between 1st and 3rd Avenue for new sewer and water lines, then pedestrian bumpouts and separated multimodal lanes will be built, and angle parking spots replaced by paralell parking.

Mayor Sharie Minions said businesses in the area haven’t been consulted yet, but will be approached over the coming weeks.

“I know that our staff will engage specifically and directly with the businesses in the area now that the project has gotten to this point,” she said. “This is going to be the first time that it’s actually moving forward for any type of funding, so this would be the stage in a project typically where we would engage with neighbours.”

Minions said the city has applied for provincial grants to offset the $6.4 million project cost.

City Council also approved a $4 million watermain replacement project along Franklin River Road.

The 4.65 kilometre watermain is considered the most critical piece of pipe in the city as it brings water from the Bainbridge Lake water treatment centre.

One section of the pipe was severed 2 years ago when a logging truck went offroad and smashed the 63-year old pipe, cutting off water service to the city.

Services were restored after ICBC paid for a temporary fix to the pipe.

City Councillor Cindy Solda said ICBC and Mosaic have a responsibility to do more.

“This is not the way ICBC should be working and Mosaic should be all over it too,” she said. “Send Mosaic the bill; I’m sure they’ll go after ICBC. It’s just not acceptable at all.”

Mayor Minions said the city will be speaking with multiple agencies and government departments to assist with funding.
