Crown appeals stay of four-year-old first-degree murder charge; wants trial

TORONTO — The prosecution has decided to appeal a stay of proceedings against an Ottawa man charged with first-degree murder.

Superior Court Justice Julianne Parfett ordered the stay against Adam Picard, 33, this week on the grounds that it had taken too long to get him to trial.

Parfett said the long delay had violated Picard’s rights.

The prosecution, in its notice of appeal, argues Parfett made several errors, including underestimating the complexity of the case.
